The culprit, whose name is Oktay Enimehmedov according to a newspaper, was beaten badly by other delegates before he was taken away by the Police.
However, the newspaper reported that Enimehmedov said that he had no intention of killing Dogan, and he used a gas pistol loaded with pepper spray that would not have killed the leader.(Getty Images)
